    Linux Gaming: Open-Source Is Better For Everyone - Features ...

    The open-source operating system has long been the exclusive domain of programmers and other DIY computer nerds, but big players like Valve have recently begun making real progress in supporting Linux for heavy-duty gaming. Here's why you should cheer for those efforts rather than laughing them off or feeling like they threaten your existing PC gaming domain.

    You can't throw a virtual rock on the Internet without hitting a game developer commenting on how dealing with platform holders takes time, effort, and money away from making better games. The additional coding required to conform to standards that affect a tiny portion of their audience in order to pass Microsoft certification comes at a cost. The thirty percent or so (an extremely vague figure, as it varies from game to game and platform to platform) of revenues that platform holders take off the top make it harder for developers to profit from their work. The requirements and restrictions of a platform's exclusive marketplace can make some ideas impossible to bring to life - witness the lack of MMOs on Xbox despite a strong network infrastructure. Finally, onerous burdens like having to pay a platform holder to patch your game make games like Minecraft and Team Fortress 2 lag far behind their PC versions.

    With an open-source platform like Linux, there is no platform holder to deal with. Nobody can stop you from making and distributing whatever Linux software you like, charge you a fee for it, or tell you what you can and can't do with a Linux game. That has been the advantage of PC gaming since its inception, and it's done wonderful things for creativity, flexibility, and pricing over the years. With Microsoft pushing Windows in the direction of being a closed platform with Windows 8 (ARM-based tablets running Windows 8 can only run Microsoft-approved programs, and only software sold through Microsoft's digital storefront can access the full suite of Metro UI features), this massive advantage that PC gaming holds could be lost. Linux's open-source nature prevents it from ever being pushed down a similar road.

    Valve's Steam service (which recently launched in a Linux incarnation) shares many of the downsides of closed platforms like consoles, iOS, or the Windows Marketplace. However, Valve doesn't control your hardware and cannot prevent any games or content from working on your machine whether it runs Windows, Linux, or Mac. Lacking that stick, Valve and competing companies (including GameStop, which owns Game Informer) must resort to carrots like seamless patching, community features, sales, and other ways to add value in order to attract games and players to their services. Many developers are happy to give Valve and other retailers their cut of a game's sale price in exchange for the visibility and marketing they receive in return, and others prefer using the pre-fab solutions for anti-piracy measures, community/online integration, and other developer-focused added value that Steam in particular offers.

    Though Steam and similar services share some downsides with closed platforms like consoles, the key ingredient is choice. If a company doesn't like the way Valve does business, or doesn't think that Steam's positives outweigh its negatives, they're free to ignore it and release their game through other channels. NCsoft and ArenaNet probably didn't need any additional exposure for Guild Wars 2, and obviously decided to avoid losing the revenue that using a reseller like Valve takes off the top. Nonetheless, Guild Wars 2 is available to all PC gamers who own the requisite hardware. Blizzard sticks with its own Battle.net service. EA and Ubisoft insist on annoying players with their own proprietary Origin and Uplay systems. Hundreds of indie developers sell games through their own websites. The PC gaming ecosystem is wider and more diverse than closed platforms by orders of magnitude, and it's all due to its open nature. Game development on Linux will remain open to all business models, types of content, and services, forever.

    Finally, a Linux gaming machine will by definition cost around $100 less than the same machine running Windows. Not having to pay Microsoft for its operating system is a huge boon, particularly at the lower end of gaming-capable PC building like Valve's "SteamBox" initiative. A high-end $1,900 machine going up to $2,000 isn't that big of a deal, but bringing a $600 box down to $500 is huge.

    As glorious as a Linux-centric PC gaming future would be, there are a number of hurdles that must be cleared for any serious Linux development to take root. Come back Friday for a look at those, and leave your thoughts in the comments section below in the meantime.

    Zynga CEO Mark Pincus says his company will make gambling games more social. First market? The U.K.

    ?It makes it more exciting than when you?re by yourself in an anonymous poker room,? Pincus said today, confirming his company?s aims for later this year.

    According to CNET, Zynga will introduce real-money gaming to a mass market ?in the same way it introduced social gaming to the general public.?

    ?We?re not the company to win the hardcore real-money gamers,? Pincus reveals. ?But we think we are for the mass market audience.?

    With states like Nevada and New Jersey rapidly moving to legalize online gambling, there?s no telling how soon before companies like Zynga and others make the U.S. their central focus in online gambling.

    But that day is rapidly approaching.

    One game, 60 goals allowed: How political ... - Yahoo! Sports

    Exhausted, Alexander Medearis watched the puck drop for what he assumed would be the final centre ice faceoff of the night, as only a few seconds remained in the game, if you could call it a game: His club, the United Arab Emirates U17 team, trailed the HC Silver Lions from St. Petersburg 59-0.

    Medearis, 14, had been in net for all 59 goals, surrendering one nearly every minute during a game that was played almost exclusively in his end. St. Petersburg had tested him over 200 times at that point: 81 shots in the first, 57 in the second and 66 in the third.

    Yes, the Silver Lions actually shot more in the final period than the second. They scored more too. While most clubs might have shown a little sportsmanship and eased up at some point after they took, say, the 16-goal lead the Silver Lions had after 20 minutes, the Russians just kept coming. They poured it on in the third and even found another gear inside the final minute, scoring twice in the last 25 seconds.

    When the official dropped the puck at centre ice following their 59th goal, Alexander could only watch as the Silver Lions won the draw and charged straight ahead. They faced little resistance from the Emirati skaters (just as they had for much of the game but even moreso now as the boys, trailing by 59, checked out in the dying seconds).

    Soon, St. Petersburg was charging into the UAE end on another odd-man rush. They beat Alexander and the clock for one last goal.

    When the final horn sounded, the score was 60-0.

    How did Medearis get into this predicament, watching 60 shots fly by him?

    It all started with a phone call, and a president that wanted a desert nation to become a hockey powerhouse.

    "Congratulations!" said the voice on the other end of the phone. It was a director from the United Arab Emirates sports committee. "Your son!" the man exclaimed to Jeff Medearis, Alexander's father, "he's been selected to represent the UAE!"

    It wasn't a phone call the Medearis family was expecting.

    "I was sitting at home and there was a phone call, and I was on the team all of a sudden," Alexander recalled.

    Alexander grew up playing hockey in Wisconsin for the Ozaukee Youth Hockey Association ?Ice Dogs?. His mom, who was born and raised in China, had seen ice hockey on television and, on a whim, decided to sign him up for it.

    Last year, his father's work took him to the UAE capital of Abu Dhabi. There, the Medearis family found him a club team, the U15 Dubai Sandstorms, and later switched to nearby Abu Dhabi Storms. Both clubs are predominately comprised of Canadian skaters with a few from other countries. Apart from proximity, the Abu Dhabi club offered more practice time, as well as the same European coaches that coach the UAE National Team.

    This phone call was the first time he'd ever been invited to the U17 squad, which would be comprised, in this instance, almost entirely of UAE skaters. Alexander had been chosen to play goal for the UAE in the U17 Turkmenistan President's Cup, the first ever international tournament in Turkmenistan.

    It began in just a couple of weeks.

    The sports committee director said that they'd send a letter to his school excusing him. All his expenses could be covered, and Alexander later learned that it was actually Turkmen president Gurbanguly Berdymukhammedov who picked up the hotel and meals.

    Berdymukhammedov assumed leadership in Turkmenistan in 2006, after the previous president-for-life, who had been in charge since the country became independent from the Soviet Union in 1991, died of a sudden heart attack. Berdymukhammedov took over as acting president immediately, promising reform and democracy. He officially won election on February 11, 2007.

    Some have suggested it was a fraudulent election, and you can see why they might suspect as much. Berdymukhammedov became acting president because ?wezgeldi Ata?ew, who was originally supposed to assume the role, had surprise criminal charges filed against him the same day as the president-for-life's death. The Turkmen constitution barred the acting president from running in the upcoming election. Within three days of the transfer of power, that was changed. Berdymukhammedov won the 2007 election with a reported 89 percent of the vote.

    It's important to note that, like North Korea, Turkmenistan's media is run by the state. This may help to explain how, in 2012, Berdymukhammedov could be re-elected with a reported 97 percent of the vote. Turkmenistan claims to be a democracy, but it still has the smell of a dictatorship.

    Berdymukhammedov did give the Turkmen people some of the reform he promised, however, especially when it comes to recreation and culture. He opened the country up to the West, re-embracing the opera, the ballet and the circus, all of which had been banned under the previous regime for being "insufficiently Turkmen".

    He also decided that even though his country was four-fifths desert, Turkmenistan was going to become an active, winter sports power.

    Hockey was the focus, and the people were told that they were to either play it or learn to like it.

    Shortly after the decree, the Turkmen newspaper ran an article, which read more like a mandate than an update, headlined ?Turkmenistan Shall Have Winter Sports!? According to Euro Hockey, the article stated, ?before too long, ice hockey and figure skating champions will bring back medals and glory to independent and neutral Turkmenistan.?

    In 2009, Turkmenistan announced a $176 million contract with a Polish company to build a Winter Sports Complex in the capital city of Ashgabat.

    Turkmenistan celebrated the facility's grand opening in Oct. 2011, showing off the international sheet of ice, second training sheet, seating for 10,000 spectators and press row for 100 media members inside the complex. The following April, the president signed a bill stating that the country would hold an international junior hockey tournament, the President's Cup, every February. It would coincide with State Flag Day, one of the country's most important holidays.

    The first tournament the featured eight under-17 squads. Four were very good: a club team from Belarus and three club teams from Russia, including the HC Silver Lions from St. Petersburg. These clubs were likely convinced to come when they learned of the $50,000 in prize money to be handed out to the gold, silver and bronze medalist teams. Rounding out the eight were two clubs from Turkmenistan, a team from Turkey, and the late-assembled team from the United Arab Emirates for which 14-year-old Alexander Medearis would be minding the net.

    The tournament began with a dazzling opening ceremony, featuring singing, ice dancing, figure skating, hundreds of waving, green Turkmen flags, and 10,000 colour-coded spectators. It was a spectacle.

    According to this website, the audience was made up largely of students and conscripts forced to attend.

    After the ceremony, the teams took to the ice, and it quickly became apparent that the UAE was in trouble.

    "It was clear very early on that my team was in over our heads," Medearis said. In the opening round robin game versus Belarus, the Belarussians jumped out to a double-digit lead in the first period.

    "It was a shock, I guess, for my whole team and me including," Medearis said. "They were demolishing us. It wasn't even a challenge."

    The UAE ambassador to Turkmenistan, who had played a role in arranging his country's participation in the tournament, tried to inspire the troops from behind the player's bench. "You must shoot more!" he shouted in his Kandora. "Be strong! You must shoot more!"

    Of course, shots from the UAE zone weren't going to threaten the Belarussian netminder, and that's where the puck spent most of its time.

    The only thing that kept the score in that first game respectable (if you can call 21-0 respectable) was a showing of sportsmanship. "After [the first period], they played a lot of keepaway," Jeff Medearis said, "practiced their passing, then they only took super quality shots, and they took some shots where they shot it at Alexander's pads. That coach had some respect."

    After the game, UAE coach Juhani Ij?s spoke to his players. He told the boys to learn from the other teams, to observe how they pass, enter and exit zones and defend, and try to incorporate those skills into their own game. Alexander Medearis recalls, "One of the biggest things [Ij?s] said was, 'Look, I don't care what the score is at the end. I want you playing your hardest until the final horn sounds."

    Next up was the Turkmen team, Oguzkhan HC, who were suspiciously good for a group of boys that had only been playing the game since their president's edict a few years ago.

    The reason? The club was loaded with ringers, according to an observing Jeff.

    "The first two lines were all Russian, and one of their defensive lines at least, if not both. Their third and fourth line guys were Turkmen, and I think their second goalie. Just like the prior game, they jumped up 10, 12 goals. Then they swapped the goalie out, they put the Turkmen goalie in, and they started playing the third and fourth lines, and the UAE put in four goals. It was almost competitive. Then they promptly put the Russians back in and they ran the score up to 30."

    The final score was 31-4.

    From the sounds of it, that game exposed the tournament for what it was. This wasn't simply a celebration of the game or a chance to give the people of Turkmenistan their first exposure to international hockey. It had the feel a propagandized event, designed to give the Turkmens the impression that in just five short years, they'd developed the game to a point where they were on par with elite hockey countries like Russia.

    Sure enough, after the tournament, the Turkmen media boasted, "The first junior (U17) ice hockey tournament for the Turkmenistan President?s Cup has proved that... Turkmen teams can play versus the representatives of famous hockey clubs as an equal."

    It's hard not to see lower-level clubs in Groups A and B -- the UAE and Turkey, respectively -- as easy marks, weaker clubs that guaranteed the Turkmen teams in Group A and B would succeed in at least one game. It was the government's way of managing the people's perception, just like they managed everything else about the lives of those living in Turkmenistan.

    The level of control the government had over the populace was evident all throughout Ashgabat. Jeff spoke of the absurd surveillance that was everywhere, seen and unseen.

    "Every corner, every area had somebody standing there watching, watching for anything that shouldn't be going on," Jeff Medearis said. "So you always had these people jumping out of everywhere going nyet, nyet this, nyet don't put your foot there. There were people watching the people who were watching the people."

    The strangest incident befell the minder who had been assigned to the UAE team, a man named Bennettino. One afternoon Bennettino, Jeff Medearis and the club's bus driver waited in the massive, mostly empty parking lot while the kids ate lunch in the mall. Bennettino asked the bus driver for a cigarette, then boarded the bus to smoke it, explaining that it was illegal to smoke outdoors.

    When the bus driver got on board to turn the bus around, Bennettino got off, the lit cigarette cupped in his hand.

    "He's only off the bus 30 seconds, and two guys jump out of a car with radios on and suits and give him a ticket."

    Everything in Turkmenistan was managed.

    While the UAE's first two matches had featured brief reprieves from the onslaught, either because the team was being sportsmanlike or because they felt it was finally safe to play their local kids, there was no letup in the last game of the round robin phase, when the Emirati boys went up against the Silver Lions. It was a 60-minute assault.

    "Our defence just couldn't stop them," Alexander Medearis sighed. "They were exceptional at passing, they were good individually... they were unstoppable, I guess."

    The Silver Lions' dominance is quite apparent on this shift:

    But they also weren't stopping. Medearis added, "They were trying their hardest every line." The 205 shots he faced attest to that.

    If you feel like poor sportsmanship of this sort deserves comeuppance, rest assured that the Silver Lions got theirs. The Russian club's coach only brought 12 skaters to Ashgabat (presumably so that he'd get a larger share of the winnings). But in their game against Belarus, his hubris caught up to him. He lost two skaters to an injury. Then, in the semifinal game against Moscow, leading 2-0 with 10 minutes to go, he lost another to a 10-minute misconduct. Suddenly, they were severely undermanned.

    "Their team just got gassed," Medearis said.

    Just like St. Petersburg had done to the UAE, Moscow saw weakness and went for the jugular. Before the end of regulation, the game was tied. Moscow would go on to win the game in a shootout. Later, they would take home the top prize and the President's Cup by beating the hometown favorite Oguzkhan HC.

    If only the Silver Lions had conserved some energy versus the UAE. But they had nothing left and they left with nothing.

    Alexander says his idol is Patrick Roy, but there's a stark difference between the two goalies. After being shelled for nine goals, Roy famously quit. Alexander, on the other hand, never did. He made a concerted effort to stop every shot, which translated to over 140 saves. (For comparison, the NHL record for most saves in a game is 80, set by Sam LoPresti in 1941.)

    This save is especially nice:

    "[The score] didn't really matter," Alexander said. "I was just trying my best and seeing what I could do."

    He was tired, especially in the third period, when St. Petersburg scored 24 times. But he didn't quit, and he set small goals for himself for added motivation. "I remember in my mind I'm like, 'Don't let them get 50 goals,' and then by the time they got 50, I'm like, 'Okay, don't let them get 55,' and then, 'Don't let them get past 60.'

    He didn't. As a result, Alexander can be proud that he held the Silver Lions to 60 goals. But you can understand why few others on the team shared his sense of accomplishment.

    The same goes for the the Turkish team, which had suffered three embarrassing losses of their own in Group B. When the two teams were scheduled for one final match, a battle for 7th place, things got heated. A tired UAE club coasted through the game -- "I think the team started checking out," Alexander Medearis said -- and when Turkey turned up the physicality in an effort to escape Ashgabat with at least one win, both sides lost their heads.

    The game ended in a massive, bench-clearing brawl, an outpouring of the sort of frustration that builds up after a week of being bullied by superior clubs.

    The UAE lost that game 5-2. Alexander called it the most frustrating loss of the tournament, because unlike the other games, that one was winnable. "The last game," Alexander said, "we could have won, but we chose not to."

    And then, embarrassed and beaten up, the group headed home, wondering why they had ever gone over in the first place.

    I asked Medearis if he was happy he participated in the tournament.

    ?I wish we had a stronger team and did better," he said, "but I made a lot of new friends, saw a new country, stopped some pucks from some top shooters, so it was fun. I also learned the Emerati guys are real fighters! I know that much and they will keep skating and improving as they love the game of hockey just like everyone else. Maybe someday they will beat a team like St Petersburg."

    But while the UAE's involvement in this tournament led to disappointment, and they may have been there for all the wrong reasons, the program should be fortunate that Alexander was among them. Thanks to the unyielding effort of a 14-year-old goaltender from Milwaukee, their performance didn't wind up in the record books.

    Sixty goals is bad, but it isn't historically bad. In 2008, the Bulgaria women's team fell 82-0 versus Slovakia. And in 1998, the South Korea men's team hung the worst loss in international hockey history on Thailand: 92-0.

    Could the Silver Lions have neared a score like this if Alexander had given up? Maybe. Lord knows they were trying. But Alexander kept trying too, and he held them to 60.

    In so doing, he may have spared the UAE and its developing hockey program -- which needs successes that inspire more kids to join the program, not black marks that discourage them -- from becoming a punchline in the hockey world.

    After the game, coach Ij?s made sure Alexander knew his incredible effort hadn't gone unappreciated.

    "I can safely say you're the first goalie that gave up 60 goals," he told his netminder, "and was still the team MVP."

    Microsoft's Office 365 subscription service is now available for businesses

    Back when Microsoft released its Office 365 subscription service for home users, it said the business version would be arriving on February 27th. Sure enough, today's the 27th, and Microsoft's issued a press release explaining the pricing for Office 365 ProPlus, Midsize Business and Small Business Premium.

    At the least expensive end of the spectrum is ProPlus, which includes Word, Excel, PowerPoint, OneNote, Outlook, Publisher, InfoPath and Access. Like the Home Premium version of Office 365, a user can install the software on up to five devices, though IT controls are of course more of selling point here than they are on the consumer version. That costs $144 per user for a one-year subscription.

    Moving on, the medium-sized-business sku costs $180 per user per year, and adds Exchange Online, SharePoint Online, Lync Online and a few IT tools. It, too, is based on the same five-device-per-user model as ProPlus. As for the small business version, you get all the basic Office apps, plus email, shared calendars, website tools and videoconferencing. Pricing there is $150 per user per year. Sorry, though, no dice on the five-device, ProPlus thing -- that's not included in the small biz version.

    FDA Approves Hopkins-Developed Sight Restoring Eye Implant

    Courtesy Bmore Media ? Blind patients in the U.S. who suffer from an inherited eye disease may soon get some of their vision restored with an eye implant invented by theWilmer Eye Institute at Johns Hopkins?in East Baltimore.

    The US Food and Drug Administration this month approved the device for the U.S. market and Hopkins will begin implanting the device as soon as September. California firm?Second Sight Medical Products Inc. manufactures the device and licensed two patents from Hopkins to develop and commercialize it.

    ?It?s the first baby steps in applying technology to blindness,? says Gislin Dagnelie, associate professor of ophthalmology at the Johns Hopkins School of Medicine. Dagnelie is part of the original team that invented the device.

    The Argus II Retinal Prosthesis System was approved in Europe two years ago and has helped more than 50 patients there.

    It took 20 years of research, two series of trials and $200 million in funding to develop the Argus II. The device restores some vision to patients with late-stage retinitis pigmentosa, a degenerative eye disease. But researchers say the technology holds promise for treating other kinds of blindness notably macular degeneration, the major cause of visual impairment in the aged.

    (AP) ? The primary contest to replace disgraced former U.S. Rep. Jesse Jackson was in the hands of Chicago-area voters Tuesday, just three months after his resignation and an intense period of campaigning by more than a dozen candidates.

    The front-runners ? former state Rep. Robin Kelly, former U.S. Rep. Debbie Halvorson and Chicago Alderman Anthony Beale ? planned Election Day stops at train stations and restaurants in the district that spans Chicago's South Side, south suburbs and some rural areas. They were among 14 Democrats and four Republicans in the special primary, but the Democratic winner was expected to sail through the April 9 general election because of the heavily Democratic region.

    Beale planned to vote at a school in Chicago, Halvorson was set to cast a ballot at a suburban community center and Kelly voted early.

    Voters haven't seen an open primary since 1995, when Jackson first won office.

    Turnout at the polls was expected to be low, and candidates and election officials braced for a possible winter storm that could dump up to six inches of snow on the region and complicate Tuesday's logistics. Election officials said they were in communication with streets and sanitation workers about making sure pathways to polls were kept clear.

    In Chicago, fewer than 2,800 voters, or roughly 2 percent or registered voters in the district, cast early ballots. In suburban Cook County ? the bulk of the district's voting population ? it was nearly 2 percent. The last time the Chicago area had a special primary election for Congress was 2009 after Rahm Emanuel left his seat to take a job as White House chief of staff. Roughly 18 percent of registered voters in the district spanning North Side neighborhoods voted. In suburban Cook County, the percentage was far lower.

    Guns and ethics were on the minds of voters, and both were main issues on the campaign trail, particularly as Jackson's legal saga played out in federal court. He pleaded guilty to illegally spending $750,000 in campaign money on personal items and faces prison time. The son of the civil rights leader is the third consecutive congressman from the district to leave office under an ethical or legal cloud.

    Still, gun control became the top issue on the campaign trail, including at candidate forums and television ads.

    Independence USA, the super PAC of New York City Mayor Michael Bloomberg, poured more than $2 million into the race for anti-gun ads in support of Kelly and against Halvorson, a former state lawmaker and one-term congresswoman. Kelly supports a ban, but Halvorson does not.

    "Gun control, we need it," said retiree Angela Craig, an undecided Chicago voter. She had supported Jackson in the past but didn't feel like she got enough time to weigh the candidates.

    Jackson resigned in November after a months-long medical leave. He pleaded guilty early this month to charges that he misspent $750,000 in campaign money on lavish personal items, including a Rolex watch and furs. His departure created a rare opening in the district.

    Lawyer visiting client forgotten for hours inside jail

    A California lawyer said guards in a San Diego jail forget about him?and that he was trapped for hours inside a locked waiting room.

    Erubey Lopez, the attorney, told NBC's San Diego affiliate that he was visiting a client at the downtown jail last week, arriving at 8:20 p.m. local time.

    ?I know it takes a while to get the people, so I?m patient,? Lopez said. ?I don?t have my cellphone with me because the policy is you can?t use a cellphone inside.?

    After a half an hour, however, Lopez became concerned and tried to alert guards using an intercom.

    "At that time, I'm really mad, and I'm thinking, ?How can they forget about me??" Lopez said. "So, I start hitting the door really loud to get someone to let me out."

    The lawyer spent more than four hours inside the locked waiting room before a guard heard him and unlocked the door.

    ?[What] if I was unhealthy ? had a heart attack? What if I had diabetes and had a sugar issue?? Lopez said. ?If they hadn?t heard me with the screaming and banging ... there was no other way they were going to hear me.?

    ?It was an unfortunate incident on our part,? Sheriff?s Cmdr. John Ingrassia told the San Diego Union-Tribune.

    It's not the first time law enforcement officials in San Diego have forgotten about someone.

    Last spring, a 24-year-old University of California engineering student was locked in a holding cell for more than four days by local Drug Enforcement Administration agents and forgotten about.

    Daniel Chong, the student, said he drank his own urine in desperation and attempted to kill himself during the ordeal. Chong was taken to the local DEA office after he was caught smoking marijuana during a drug raid on an off-campus apartment. He was not charged and said he was even told he would be driven home.

    A DEA agent discovered Chong days later and called an ambulance that drove him to the hospital, where he spent three days in intensive care because of his near-failing kidneys.

    The DEA apologized to Chong, who eventually filed a $20 million suit. Lopez told NBC he's not sure if he'll sue.

    Italian political deadlock casts new uncertainty on eurozone recovery

    Markets tumbled and the value of the euro dropped in response to Italy's election results and their unexpectedly loud rejection of German-imposed austerity policies.

    Europe?s murky path to recovery was rattled yet again Tuesday as markets and policymakers tried to digest the unexpected Italian electoral results and the consequences, especially on periphery economies.

    A political stalemate in Rome all but condemns the country to new elections in less than a year, with all the implications for the economy. But the unexpectedly loud rejection of German-imposed austerity policies fueled market uncertainty over the already wobbly resolve of European governments to stick to fiscal conservative recipes.

    Markets were stunned by voter rejection of Prime Minister Mario Monti?s austerity and by the triumph of the Five Star Movement, the anti-establishment party led by comedian Beppe Grillo that won the most votes of any single party.

    The austerity vs. growth debate is not new to Europe. The battle of wills pitting Germany and its northern European rich allies against the French-led periphery, including Italy and Spain, has been raging from the beginning. In fact, it?s precisely this lack of consensus that has delayed the recovery.

    While 2013 is supposed to mark the beginning of the end to the block?s worst economic crisis since its creation, an anti-austerity voter rebellion in Italy could yet again undermine the fragile consensus and discipline around common European economic recovery policies, which so far have been imposed by austerity-driven Germany. Chancellor Angela Merkel also faces elections this year.

    Growth vs austerity

    The cost of borrowing for the infamous PIIGS (Portugal, Italy, Ireland, Greece, and Spain) climbed today, peaking at their highest levels since last December?s previous uncertainty bout before dropping slightly. The euro currency also collapsed to almost its lowest level of the year, while European equity markets tumbled, despite the gains in Wall Street.

    The biggest concerns lie in Italy and Spain, the third- and fourth-largest economies of the 17-member euro zone. The economic picture is dire, but the main risk to recovery remains political.

    Investors worry about the Italian economy after the hung election all but ruled out any major new policies to reduce the government deficit and boost growth, dragging the broader European economy.

    ?It is difficult to envision a grand coalition or a hodgepodge minority government making any meaningful progress on structural reforms,? political risk consultancy Eurasia Group wrote in a note. New elections will likely be held ?within the next 6-12 months.?

    But mainstream parties are worried about shedding even more voter support following the unexpected gains of the Five Star Movement. ?An immediate return to the polls would only swell support for Grillo, as this would demonstrate the weakness and incompetence of the mainstream political parties,? Eurasia Group wrote.

    The Spain equation

    In Spain, the government has been facing intense pressure over its austerity policies, and even if there are no forthcoming elections, its ability to continue trimming the deficit is increasingly threatened by social unrest and by internal political wars and corruption scandals that are weakening governability.

    If the cost of borrowing continues increasing for Spain, even if it?s an indirect result of Italian or German internal politics, the country could be forced to request a bailout that could further undermine the eurozone?s economy if investors conclude the risk of political instability outweighs the timid economic progress so far.

    But ultimately, Europe is simply going to drag its recovery until the ongoing debate over austerity vs. growth is resolved, either by politicians or voters.

    (AP) ? Oscar Pistorius on Monday informed South African authorities that he wants to resume athletic training while on bail for the murder case against him, a government official said.

    A spokeswoman for the Olympic runner, however, denied that he was making immediate plans to return to the track while awaiting trial for the Feb. 14 shooting death of his girlfriend, Reeva Steenkamp.

    "Absolutely not," said spokeswoman Janine Hills. "He is currently in mourning and his focus is not on his sports."

    The double-amputee Paralympian discussed bail terms with his probation officer and a correctional official at the Pretoria Magistrate's Court in the capital, according to correctional officials. The guidelines will determine his daily routine until his next court appearance on June 4.

    "It's his wish to continue to practice," James Smalberger, chief deputy commissioner of the department of correctional services, said in a telephone interview with The Associated Press.

    Smalberger said the issue came up because authorities need to know his movements whenever he leaves the home where he is staying.

    The timing of any resumption of training was uncertain.

    Pistorius' longtime coach, Ampie Louw, declined to comment on any training plans for the runner, referring questions to a spokeswoman for the athlete's family.

    Louw had said when the runner was in detention that he wanted to put him back into training in the event that he was granted bail. But he had also said Pistorius could be "heartbroken" and unwilling to immediately run again.

    Pistorius, who was released on bail Friday, is staying at the house of his uncle, Arnold, in the affluent suburb of Waterkloof in Pretoria. He faces life imprisonment if convicted.

    Pistorius is charged with premeditated murder in the killing of Steenkamp, in the early hours of Valentine's Day. Prosecutors say the pair had an argument before Steenkamp was killed; Pistorius says he mistook her for an intruder and shot her accidentally.

    Smalberger said officials will visit Pistorius at his uncle's home at least four times a month, and that the runner indicated his interest in training again. More planning must occur before the start of any training.

    "We want a training program from his coach so that we have backup for his movements," Smalberger said.

    "He's not under house arrest, but his movements need to be known to us so that we don't pitch there and he's not there," he said. "We agree on 'free time' normally during the course of the day, and in the evening we expect him to be home."

    Pistorius' 2013 season had been geared towards the Aug. 10-18 World Championships in Moscow, where the South African 4x400 relay team will be trying for another medal to add to the silver it won at the 2011 edition.

    Chief Magistrate Desmond Nair had set bail at 1 million rand ($113,000). The 26-year-old track star was also ordered to hand over his passports, turn in any guns he owns and keep away from his upscale home in a gated community in Pretoria, the scene of the crime.

    He cannot leave the district of Pretoria without his probation officer's permission and is not allowed to consume drugs or alcohol, the magistrate said.

    Egypt's Morsi calls for dialogue on elections

    CAIRO (AP) ? Egypt's Islamist president has invited political forces to join him in a dialogue to find ways to ensure the "integrity and transparency" of upcoming parliamentary elections.

    Speaking in a television interview, Mohammed Morsi also rejected opposition charges that the elections he called for April were ill timed given the wave of unrest roiling the country.

    "I see that the climate is very agreeable for an election," he said.

    Morsi used the interview, recorded on Sunday but aired early Monday 5 ? hours behind schedule, to try and improve his standing nearly eight months into his four-year term.

    He repeatedly declared that he was a "president for all Egyptians," claimed he had no quarrel with any of the nation's political forces and reasserted his respect and confidence in the military.

    Hurricanes receive notice of allegations from NCAA

    The University of Miami received its notice of allegations from the NCAA?on Tuesday, signaling?the beginning of the end of what has been a two-year-long probe into the Hurricanes athletic department.

    The Associated Press first reported that Miami had received the notice.??

    UM president Donna Shalala released a statement on the notice of allegations, saying: "Many of the charges brought forth are based on the word of a man who made a fortune by lying... Many of the allegations included in the notice of allegations remain unsubstantiated."

    Shalala did not comment further when approached by reporters at Tuesday night's basketball game with Virginia. The president was protected by a UM media relations official and a police officer. Her statement was released midway through the second half of the 54-50 win that tied a school record for its 14th straight victory.

    Shalala also said "the fabricated story played well - the facts did not" in reference to Nevin Shapiro's sordid account of his violations to Yahoo! two years ago, which made the NCAA's probe public. ?

    Since then, Miami has self-imposed penalties of bowl bans, scholarship reductions and player suspensions over the past two years.?

    A school official also said the full notice of allegations was not expected to be made public. UM is a private institution not subject to open records requests.

    On Monday, the NCAA announced it had fired it's vice president of enforcement, Julie Roe Lach, after the organization looked into power abuses in its probe of Miami.?

    The NCAA has also had its director of enforcement, Bill Benjamin, resign during the probe.

    Miami has 90 days to respond to the notice of allegations. UM is expected to work quickly to find resolution.?
